Ahmedabad Municipal Commissioner's Central Office Circular No. 115 dated 17/03/2025 Terms of Contract for Appointment of "Hall In-Charge" to Retired Employees
As per Standing Committee Resolution No. 1489 dated 13/02/2025, Ahmedabad Mun. Corp. In order to ensure effective management and maintenance of the premises like Community Hall, Party Plot, Auditorium Hall/Memorial Hall, Picnic House, Open Air Theatre etc., the applicant desirous of appointing retired Clerks or above/equivalent cadre staff of Ahmedabad Municipal Corporation as responsible officers/employees on 11 months contract basis along with all retired employees of Central Government, State Government along with the evidence mentioned in the attached sample application form should be submitted to Estate Account, Central Office, B-Block, 3rd Floor, Old Building, Sardar Patel Bhavan, Danapith, Ahmedabad 380001 by 6:10 PM on 25/03/2025. For getting this appointment, the applicant will be given fixed salary as decided by Ahmedabad Municipal Corporation. Apart from this salary, no other allowances will be admissible. The conditions for obtaining this appointment are as follows.
Conditions of Appointment:-
1) The period of contract-based appointment shall be considered as exactly 11 months from the date of appointment.
2) The post of the employee appointed on contract basis shall be considered as Hall In-charge for the duration of the contract.
3) The competent authority may transfer the employee appointed on contract basis from one premises to another for the convenience of work.
4) During the contract-based appointment, he shall have to perform all the duties that are to be performed for the operation of the concerned premises, for which he shall have to attend the office as per the time fixed for the performance of his duty.
5) While performing his duty, he shall have to follow all the instructions of the Sub-zone of the premises, the Municipal Commissioner or the officer/employee of the department, which are in the interest of the organization.
6) Any work assigned to them must be done seriously and strictly based on all the policies and rules of the Municipal Corporation.
7) During the period of contract-based appointment, they will not be entitled to any kind of increment, dearness allowance, interim relief or other benefits in their fixed aggregate pay.
8) They will not be entitled to any additional pension, bonus, LTC. Conversion of leave into cash, advance or any other financial benefits for their service during the contract-based appointment.
9) In the event of accidental death during the period of contract-based appointment, their family members will be entitled to the fixed salary for the period of duty performed by them. No other financial benefits will be entitled.
10) After giving contract-based appointment, the Municipal Corporation may terminate the contract-based service of the concerned employee at any time without assigning any reason.
11) The concerned officer/employee may terminate the contract-based appointment by giving one (1) month's notice or by paying one month's notice pay.
12) The Gujarat State Service (Conduct) Rules, 1971 shall apply to the officer/employee appointed on contract basis after age retirement.
13) If it is found that the conduct rules have been violated by the officer/employee during the contract-based appointment, in his case, as per Rule 24 of the Gujarat Civil Service (Pension) Rules, 2002, the punishment of pension deduction may be imposed on him. Before imposing such punishment of pension deduction, the concerned employee shall be given an opportunity to defend himself as per the provisions of the Gujarat State Service (Discipline and Appeal) Rules, 1971.
14) During the contract-based appointment, he shall be entitled to one miscellaneous leave per month. But he shall not be entitled to any other leave.
15) The decision of the Municipal Commissioner regarding the interpretation of the terms of the above agreement shall be final.
16) The amount of the day on which he does not work shall be deducted from his fixed contract amount.
17) The employee/officer appointed on contract basis will not be able to file any kind of claim in any kind of court.
18) The duty of the retired employee appointed on contract basis as Hall In-charge is a duty related to the necessary service and supervision of the public, and the retired employee will not be able to enjoy three days or more consecutive holidays.
19) If the retired employee appointed on contract basis is found unfit or incapable of performing his duty by the competent authority during his duty, he may be discharged from the account immediately without giving any notice.
